Does the green building movement adequately address sustainable water resources management?

The focus seems to be electricity right now. I think that's because of the black outs from a few years back.
The green building movement in Asia seem to focus more on the water management than the west because the resources is more limited. I have seen laundry machine that's installed on top of the toilet so the water is used for flushing.
